I can't help but feel that this is an attack inspired by ISIS.

That we can take as given, I think. The more interesting question now is whether it was an attack that was actually affiliated with them (like Paris) or just one that was ideologically inspired by them (like San Bernadino).

My hunch is towards the latter. Paris and Brussels were both sustained attacks on key public areas, whereas this was a fairly small-scale (if disgustingly successful) one.
