The issue is that Capcom has a stupid tendency to just switch recording studios between games all the time (this is why most RE characters have had multiple voice actors, some upwards of five). Now, they are using a studio that only uses non-Union actors. So the actors are either nobodies without a long work history, or established actors and actresses working under pseudonyms (like "James Baker", the voice actress for Claire in RE: Rev2, who is most likely Ali Hillis). This is why Alyson Court ultimately didn't reprise her role of Claire in the RE 2 remake despite being contacted to do so after fan outcry.
Overall, the voice acting has been okay to bad since Rev 2. It was alright in RE7 and RE8. Even Chris's new voice actor sounded fine, even though its just an impression of his last voice actor. But the remakes have been bad, and RE4 is shaping up to be the worst of them all. I never liked Leon's current voice actor. He isn't terrible; just flat and uninspiring. He's extremely unemotive and just sounds boring. Ada's voice actress in RE2 remake did not come close to living up to Sally Cahill, and the RE4 remake looks to be no different. Ashley is somehow a step down from her youthful voice in the original RE4 and I don't even know how you accomplish that. Everybody else just sounds horrible. I'm playing through RE4 for the first time right now, and its night and day. Despite how cheesy it is, the dialogue actually holds up. Leon is sarcastic and wise cracking, but professional. Luis sounds appropriately sleazy, while Salazar is appropriately pathetic. Ashley actually isn't that annoying to me, while Sally Cahill will always sound sexy as Ada. Saddler sounds like the overconfident bastard he looks like. Krauser is Krauser, and that's all you need from him. I don't see how you fuck something like this up, but Capcom needs to go on ahead and dump whatever studio they are using. Its just shameful how bad it is at this point.
