I believe you are conflating the world average IQ (which is estimated to be in the range of 84-87) with the average Black IQ. Africa is a large factor into why the world average is so low (though not the whole reason). While there are always outliers and a few extraordinary intellects can be found in Africa, the average African IQ is estimated in the mid 60's. Considering the average IQ of all Black populations across the world the average in total is likely in the mid to high 70's. Similarly, while there are certainly a great number of exceptional Indian intellects, on the whole India's average also ranks somewhere in the high 60's.

That said, don't let their retardation lift your spirits too much as the average American IQ is only marginally higher (low to mid 90's) and Europe doesn't fare much better.

Moral: If we rank 100 IQ as the minimum for competency, most of the world, regardless of race, is closer to being  literally retarded than they are to being capable of logical thinking and complex planning.
