For example, the Civil Rights movement was a struggle that both black AND white people had to fight for and deep down I think it really bugs a lot of weird people that it wasn't a seen as a black only fight. So born the ally moniker which allows activist groups to benefit from having diverse supporters but also allows them to downplay their contributions so their chosen group can hog all the recognition.

So, in other words, New York enacts a law - on top of existing laws that made it illegal for employers to discriminate on the basis of race - to make it more illegal to discriminate against a hairstyle worn by specifically black people.
