The Tipitika is the canonical collection of Theravada Buddhist texts. It covers shorter dialogues, longer dialogues, and monastic rules, from what I recall. One of the writings in the collection discusses the physical features of the Buddha, and one such feature is that the Buddha has, essentially, porcelain skin. The opposite, then, is someone with black and ashy skin.

I believe it's the Lakkhaṇa Sutta from the Dīgha Nikāya that gives the 32 physical signs of the Buddha. The Wikipedia page on the topic isn't terrible, but a lot of the English translations translate the words describing the skin as "golden" and "unblemished." But from what I recall, the Pali words are antonymous with "black" or "dark." I distinctly remember because it kinda shocked me how colorist Indians were even ~2500 years ago.

Regardless, even if you take the softer translation, no hardcore Buddhist who accepts the canonicity of the Tipitaka will look at a black person and say "Yep, you can reach Buddhahood in this lifetime." At best, they've got a number of lives left to live, and as they get closer to escaping karma they'll shed their black features.
