"choices matter" mechanics are almost always a waste of time and retarded, because people and by extension writers & developers are always biased.
I've never played a game where, for example, both factions are morally grey and just lead to different outcomes instead of "everyone dies because you joined the evil people who have no redeeming qualities because we can't be bothered with good writing & world building" or "everyone lives and is happy because you picked the GoodGuys™"
The closest thing to actually morally grey I've seen is FNV where while the legion does despicable acts, it's shown & told in the world itself that they provide security and safety over a huge area simply because they're cutthroat to dealing with crime.
That's what made the legion interesting to me, but even then they got shafted with the quest side of things, you can tell that the devs at least somewhat tried but due to time crunch went "well damn near noone is going to pick these guys because we set them up as initially evil, so fuck it, we'll neuter their quests to save time ".
