Everybody has dome something dumb in the heat of the moment but once you're able to take some of the emotion out of it and reflect, you realize why what you did is stupid and you should stop doing it. I laugh at his insistence he's "moved on" because it's clear he doesn't understand what that means. He might not think his past (and current) bad behavior is a big deal, but I bet the people it affected still do. I'm still wondering what the deal with the restraining order is. As @StinkySnack said, he's lying about getting one, because you have to know who you're filing against before you file. Restraining orders aren't binding until they're served. I wonder if a judge told him you can't get a restraining order against a forum, and Russ took that to mean he COULD get one against specific users to keep them from posting about him. Also, as @AnOminous said previously, he's a cargo cultist. Whatever argument he's trying to make has most likely been used against him recently. I wonder if someone (an Instagram model, maybe Guinasso) got a restraining order against him, so now he's trying to get one against us.
