flight risk as in he doesn't show back up, not flight as in he'll fly. it could be as simple as "he's too dumb to show up, will forget, and wander off."

my guess is they either secured housing for him, heilberg/the jail have had extensive conversations about the importance of him coming back, or they think he'll just stick around because he's under the impression once this is all taken care of he'll just go back to 14 bc because it's where his stuff is.

I now think the justice system should have a counter-bail rule. As long as someone pays an equal or greater amount of money against someones bail, they can't be released early. Also this rule should only apply to Chris Chan.

Yes. And some group homes won't have open internet access 24/7. Hell, some don't even HAVE internet.
