No. I see people making this mistake all the time. These types go after soft targets. She wouldn't get into the governor's mansion and be able to cause as much damage. Kill a bunch of people and make people afraid. Make them less likely to stand against you.

So, it's not like a terrorist group interested in causing maximum damage and maximum social and political impact. But the base idea is still the same. Get access to a soft target where you can inflict as much damage as possible. In the case of this freak show, it was anger and hate that was the motivation.
