Nothing but theory, just what popped into my empty lil head.

Let's try to collect more facts first.

She was an an extremely ugly established lesbian who lived at her parent's home at the age of 28. No baby. No man.

She trooned out within the last year. Her parents knew of this but did not endorse or coddle her antics. She changed into men's clothes after she left home.

She was an objectively shitty artist who worked for free at a non-profit that trained shitty artists like herself. She tried to make children's books.

She left a manifesto and assault plans in her room found by her parents.

She scoped out one other location for her shooting, but she felt that it was too secure compared to the grade school she grew up in.

Tennessee had recently enacted anti-troon-grooming laws that prevented drag shows with children present, just like strip clubs and burlesque acts.

Her childhood friend from grade school died recently.

I am curious if she had started taking testosterone or poonshine yet.

The cops will never let that manifesto see the light of day.

Depends on department or state but from what I hear and saw at most gun retailers certain makers such as Glock and S&W would offer substantial discounts to law enforcement shit like a new gen 5 glock 17 for under 400 dollars which is why they're so prevalent they just undercut the other companies in the one area people would go to for advice on what handgun you should get.

Police are issued basic "Standard" equipment such as belts, guns, holsters etc etc but there exists some level of personal choice among certain issued items (preferred brand and model of handgun, configuration of equipment etc etc)
I can't speak for every single Department, but department policy varies widely regarding what accessories are issued for what firearms and what if any personalization is allowed to be done to what firearms them by individual officers. I also cannot speak to as to whether these personalizations are refundable or compensated.
