He's half right. You can sign up for a block list with the NBAA. You can acquire ADSI level blocking and FAA level blocking. Though FAA has released their lists 15 years ago since the judge in that case was a fucking moron. There's also other ways to limit your tracking from the public. If you pay for your plane to not be tracked by the public then you could sue in court if someone does so I believe.
