Making a workable plan and then carrying it out seems beyond the abilities of Russian high command in the air or on the ground, but notably the former. Perhaps also it's the modern Russian or Putinist trait of believing their own propaganda that they're fighting mislead low grade Russians under NATO direction and all they need to do is keep doing something and like Mr Micawber, something will turn up.

Air combat requires a high degree of initiative, personal skill, and an innate desire to engage in near-suicidal acts without a gun pointed at your head, metaphorical or otherwise. The number of Russians who possess all three is minimal, and that is intentional since those sorts of people are the ones most likely to do something brave and stupid to upset the system.
