It's common boomer mentality with technology. He doesn't understand tech, which hurts his ego, especially for Phil with his obvious narcissism and inability to ever be wrong. I'm sure a lot of us have parents and family that are similar.
Which would be fine, but Phil makes his entire living streaming. As always, it's astonishing Phil has lasted over a decade doing this with his pig luck.

Does this even improve anything? I usually stream with 6k bitrate and I have 1920x1080. Of course I also had to upgrade my telephone line and pc to have no issues with that. Am I
missing something? And does a higher bitrate even help?

It very much depends on the footage: low light, high action, high entropy segments might benefit from the higher bitrate, where otherwise the encoder might be bitrate starved.
But there's definitely diminishing returns when increasing the bitrate beyond a certain point. I'd guess most of DSPs footage will see little benefit by going from 9k to 12k (certainly no 33% improvement).
It's also important to consider that he switched from x264 to nvenc for streaming. Not sure if this is still the case, but x264 always used to squeeze out a bit more bang for your buck (quality for bitrate) at high settings. I have no clue at what x264 preset he encoded his streams, but since his CPU is old and crap (requiring a low preset for real time, 60 fps), maybe just switching to nvenc is an improvement in his case.
