The WaPo article actually does mention something that hints at how some weekend soldier could have had access to these docs: Intellipedia. It is literally a glowie version of wikipedia, running with wikia style coding and crowfunded intel gathering. Unlike wikipedia though it is closed to only be usable by glowies with logins and likely requires special software to even access the good stuff (Think TOR). It is likely he just used the local base computer with Intellipedia access to perform a small amount of tomfoolery.

The spat began after Twitter tagged NPR as “state-affiliated media,” a description it also uses for propaganda accounts from Russia, China and the UK.
