I get the vague sort of theory behind “social construct” in that people have categorized or labeled people because of largely involuntary situations people are born into.
However it’s because of the idea “you can be what you want to be” has been interpreted so literally by this post-post modern generation.
Race or ethnicity or whatever the current acceptable term for grouping of people by skin color, geographical origin, genetic lineage actually does determine culture to more of an extent than mere socialization.
While of course it’s true that the overwhelming majority of people are reasonable, tolerant in their way, and mostly happy to leave other people to their business, there are certain cultural traits which are more common or predominant to different ethnic groups and some of these these things are determined by genetics.
Face and shame based cultures for instance tend to be strongest in the far eastern countries.
European, certainly Germanic cultures have had stronger cultural structures based on individual achievement and greater concepts of liberty.
Of course individuals and single families who find themselves surrounded by a different culture will soon adapt to the differences, be that they assimilate or that they come to be seen locally as a charming foreign eccentric.
When a group colonize a new area and there is no overpowering local culture, i.e. the British American colonies, the culture will often become a more extreme version of the parent culture.
Further to this, many predominantly ethnic Chinese areas within American cities have become Americanized but not necessarily Anglicized
So while environmental factors are a thing, there certainly is evidence that some cultural things are hard coded.
In every case though, social and cultural constructs formed because they were natural to that particular group of humans, especially ones relating to sex and binary gender, sexuality, and morality.
