Police Chief Stacey Graves said Sunday the police department is working to make sure the investigation of the shooting of a Black teenager moves as quickly as it can so the case can be presented to the Clay County prosecutor.

“I want everyone to know that I am listening,” Graves said at a news conference at Kansas City police headquarters downtown, “and I understand the concern we are receiving from the community.”

The 16-year-old boy, who family members have identified online as Ralph Yarl, was hospitalized Thursday night after he was shot while trying to pick up his younger twin brothers. Police said he went to the wrong house and was shot at that house. They have not identified the shooter or his race.

Police initially said Ralph was in stable condition but had a life-threatening injury. His current condition has not been released, other than that he is stable.

Graves said Sunday that the homeowner who allegedly shot the teen was taken into custody Thursday and placed on a 24-hour hold.

While searching the scene for evidence, detectives found the firearm allegedly used.

Law enforcement released the suspect pending further investigation after consulting with the Clay County Prosecutor’s Office.

Graves said Missouri law allows a person to be held up to 24 hours for a felony investigation. At that point, the person must be released or arrested and formally charged.

In order to arrest someone, Graves said law enforcement needs a formal victim statement, forensic evidence and other information for a case file to be completed. Because of the teen’s injuries, Graves said police haven’t been able to get a victim statement yet.

Information that officials have now does not point to the crime being racially motivated, but Graves said that aspect also remains under investigation.

Investigators will also consider whether or not the suspect was protected within the Stand Your Ground laws, Graves said.

Officials would not confirm the number of times the homeowner shot the victim or where his injuries were.

Mayor Quinton Lucas, who attended the news conference, said the police department understands the community’s concern that the shooting could be racially motivated. He said some members of the police department attended Sunday’s protest in the neighborhood where the shooting took place to listen to community members’ concerns.

“There are a number of folks who are working on this case,” he said. “This is not something that has been dismissed, marginalized or diminished in any way. This is something that is getting the full attention of the Kansas City Police Department.”

Civil rights attorney Ben Crump told The Star on Sunday that his Florida-based law firm has been retained by the teen’s family.

“You can’t just shoot people without having justification when somebody comes knocking on your door and knocking on your door is not justification. This guy should be charged,” Crump said.

Crump has represented the families in several high-profile cases including Trayvon Martin and Michael Brown, as well as Ahmaud Arbery, Breonna Taylor and George Floyd.

He said the homeowner initially shot the teen in the head and then a second time after the boy fell to the ground.

The family has also retained Lee Merritt, a Texas-based civil rights attorney who has previously represented the family of Cameron Lamb, who was fatally shot by KCPD detective Eric DeValkenaere in 2019.

Crump said the homeowner’s actions were inexcusable and unjustified.

“After he had shot him, you could’ve closed your door and called the police. Why did you go out and shoot him a second time?” he said. “It’s outrageous, is what it is. It’s outrageous. You just shoot somebody because they knocked on your door.”

Crump said based on what he was told by the teen’s family, the shooter is white.

“It is inescapable not to acknowledge the racial dynamics at play,” he said.

Ralph was meant to pick up his brothers from a friend’s house on 115th Terrace. He ended up ringing the doorbell at a home on 115th Street, Faith Spoonmore, the teen’s aunt, wrote online.

Spoonmore said a man opened the door, saw Ralph and shot him in the head. When Ralph fell to the ground, she said the man shot him again.

Ralph got up and ran from the property, but he had to ask at three different homes before someone helped him. Kansas City police officers said they responded to the area around 10 p.m.

“Even though he is doing well physically, he has a long road ahead mentally and emotionally,” Spoonmore wrote in a GoFundMe she started to raise money for Ralph’s medical bills and other expenses.
 
Anyone besides me get the impression that there’s something missing from this story?
For one, Ralph Yarl supposedly didn’t have his phone on him, which is why he didn’t simply call his siblings to tell them he’s arrived and have them come outside, which is the normal thing to do. So how was he even able to know or remember what address he was going to? If he got the wrong house, I assume he’d never been there before.
Then, they’re saying the old man opened the door and shot him in the head? Then, I’m reading he was shot twice through the glass? So did he open the door for him or not? Because a normal person would simply not open the door for somebody they don’t know. I personally never answer the door, unless I’m expecting someone, of course, but if I’m not expecting a guest or a delivery, I’m not answering. So, that’s weird to me, as well.
I’m wondering if any of his neighbor’s have cameras that may have caught what happened, because so far, this all seems very bizarre to me.

I find it hard to believe that a 16 year old knows how to find addresses without a phone now. What if there was an emergency? What if he got lost? If you’re going into a situation where you’re going or doing something you haven’t done before, you bring your phone. Unless you don’t want your phone containing any evidence that could potentially be used against you.

They always pick the most innocent looking pictures and say a kid is an “honor roll” student. They’re in a hood school where they graduate everyone regardless of whether they can read and write. I’m sure there’s a lot more to this story about Ralph. If this had been some white kid, I feel like the story might’ve been different. I remember there being the kid who got the heart transplant because “muh racist doctors” who has his life saved only to be a thug and used his 2nd chance at life to make others miserable.

I don’t know what is going on with people that they are so trigger happy now. I understand if you’re in legitimate fear of your life, but you don’t just blast people you think are “threatening” or “might” do something. And you definitely don’t finish them off if they’re on the ground and unarmed. If he shot the guy and he was laying there, he should’ve closed the door and called the police.

I completely support people’s right to bear arms and I don’t want to add any restrictions (I’d like less), but it’s so infuriating seeing people abuse it and cause additional useless laws to be passed to make it even more difficult to carry. The problem with guns is that every power hungry narcissist wants one and they get off on the power to end the lives of others. These shooting are a symptom of a sick society and a lack of a sense of community. It was bad prior to Covid but I think 2020 really made people feel like we’re in this fantasy world or asleep and actions don’t have consequences.
 
I'm wondering about the entered into the house/shot through the glass thing. In colder areas of my country, some old houses sometimes have a little closed room between the outside of the house and the 'real' front door. And in old houses everywhere in my country, many with large open verandas have them enclosed at some point to make an extra room of the house. Could something similar be the case here? The kid entered into one of those little areas and then rang the bell?

There's a lot missing in this story, but an old disoriented man shooting without thinking very late at night is a very possible scenario. However, given the circus and its monkeys, we'll probably never know for certain. I do feel sorry for old man. Even if he did shoot for no reason or warning exactly as they're claiming, he's going to be torn to shreds even if it turns out he has some form of dementia and really just needs to be taken into care. That's one of the many problems of politicising race; sometimes accidents happen, sometimes people just aren't well. It's not always personal, it would have happened exactly the same way if the victim was a green skinned, tentacled alien from the plant Zorg, who was just in the wrong place, wrong time.

Old people are either nice as fuck or they are blunt as fuck . If it's the former, then it's obvious why he wouldn't get shot. If it's the latter, then the only way he could have gotten shot is if he was trespassing. Plus, who the fuck confuses the house their brothers are in with that of an old elderly white man they have never seen before and to add to that, why would this man shoot this nog for no fucking reason since he would certainly die in jail if it was unjustified, where I'm sure old people want to spend their twilight years? Anthony Stokes! I remember that case well. I actually know somebody who worked at that hospital, she told me he’d received 2 prior transplants, both of which failed because he didn’t take his heart medication, which is the real reason why he was taken off the list for “noncompliance.” HIPPA prevents them from telling the public that, but yeah.

It’s my understanding Anthony Stokes was not about that life at the time of the transplant, or, at least, he gave no indication on his Facebook that he was until about a year-ish after the transplant. Before that, his photos were normal. Still ironic how reckless he was w/his life, tho, considering….

Anyway.

Assuming he was outside the house and not inside, I actually agree with all you just said. It’s unreasonable to shoot someone who’s outside your house who is not showing any sign of trying to force his way in. But IF he wasn’t there to pick up his siblings (and I can’t say for sure he wasn’t, just that it’s odd he didn’t have a cell phone for all the reasons you stated and then some), then that raises questions about what he was REALLY doing there.

I guess we’ll see.
