I don't trust anything FatRick posts from a screen cap of his camera since it provides no date. All it says is "Today". If the screen cap was done months ago on the day it occurred it would also say "Today". The camera I have has the exact date and time in the corner to always demonstrate exactly when something happened.

A welfare check and a tow truck are the best rick can do without TorSWATs? Lame. Has anyone verified the other post-TorSWATs police "swatting" using the police logs, or that one didn't show up, as in it didn't actually happen?

It just means continually triggered the camera censor. So, either it was moving through, or there was continuous activity that kept triggering the camera.

If a random person not subject to the jurisdiction of the court just happened to come into possession of it through no wrongdoing of their own, they could probably leak it with impunity, although it would be assumed that one of the parties did it and they could end up in hot water.
