Some people do this, and quote tweets rather than replies, because otherwise it won't show up on people's feeds as a new tweet. Tony doesn't seem entirely bad about this as he could be, there's a journalist (actually published, not Tony self-published) I can't remember the name of who retweets his shit multiple times every ten minutes trying to get more people to see it. Nobody cares because it's stupid shit he's said a million times before about Trump or whatever. Lots of "activist" accounts do this too.
