If it's like Coinbase or Kraken or most other exchanges, that's not true. You can create an account without verification, but just can't do anything remotely useful with it until it's verified. Some of them will let you deposit crypto and use it as a purely crypto exchange, but if you want to interact with the U.S. banking system, AML/KYC kicks in and you must verify with photo ID (and sometimes more).
