You are correct.

He might plan to do shopping in the republic but he would be better off plain exchanging his money to sterling.

Unless, he has got some weird idea that NI is different because they do have their own banknotes, just as Scotland does.

Occasionally some places in England can be difficult about accepting Scottish or NI money because they are not as familiar with the notes and historically NI was the source of most forged UK cash, especially fivers.

To my knowledge it’s not the other way around in NI, but maybe people who have lived there rather than visited, can correct me.

Scottish can be funny about accepting English banknotes, but it’s mostly them just being petty.
