There's also the SPEECH Act of 2010 which all but prohibits collecting foreign defamation judgments in the United States, largely as a response to insane UK libel law. Unless you would have lost in the U.S. under the First Amendment, it's prohibited. Also because that's a uniquely American consideration, you'd essentially have to retry the case after winning in the foreign country, so you might as well file it here in the first place if you're going to file it at all.

Needless to say, accusing someone of 30 counts of attempted murder and conspiracy and all sorts of utterly insane nonsense, based on absolutely nothing, definitely fits.

It depends on what the guy is after, remember he is just a regular normal person who doesn't want his reputation tarnished and crazy people bothering him. A local judgement might be enough if he isn't interested in trying to collect monetaty damages. Being a euro means that defamation is probably very easy to prove and since she won't fight it he can get his judgement as proof that it's a lie and move on. But yeah if he really wants to force her to retract and get compensation it'll have to happen in the US.

Honestly this looks like a near textbook case of defamation. Our victim here is not a public figure and to argue otherwise is ludicrous. He's being accused of being a serial felon, so defamation per se. The passive and indefinite language in the blog post doesn't help her when she's the one inventing the allegations, rather than just repeating a claim from someone else. Even if that was enough to shield the blog page from being defamation, her Twitter conversations are directly accusing the guy of being the criminal SWATer. The question is does there need to be damages first before a case can be made?
