I think you are talking about a post where a kid wears a funny suit that looks like its whole body is two long legs with just the head poking out on top. If you are talking about that, I am pretty confident he was talking about the suit, cause it looked like a woman's lower body, so irrespective of who was wearing it, as a joke.

I know I'm a minority on this but I'm iffy on Simmons being a pedo. He's clearly a degenerate autistic weirdo but I haven't seen anything that makes him come off as a child predator. lol, Simmons started freaking out when his book was brought up. He later said before even being asked that there were things in there about kids he should probably update.
