Depends on what you mean by "loli"? Loli is simply the depiction of little girl characters. A lot of mangas have normal and absolutely nonsexual loli characters and a lot of people -men and women- think they're cute because they are in the mangas to be cute and funny, often providing comic relief. They aren't always pedobait...this is like saying that 6 year old Rudy Huxtable or Michelle Tanner are, by nature, pedo bait only because some pedophile has sexual fantasies about them. They are there to be the annoying little sister who is funny and cute.

For manga and anime, loli is just "little girl" in a general and broad context. The origin is indeed "Lolita", but not every anime with a loli is there as pedobait now. Many are there just to be cute and are related to "kawai" culture.
