Spending and borrowing is the cause, so spending and borrowing more exacerbates the problem. "It's all going to collapse if we don't spend more" has been America's fiscal policy since before I was born, and every budget not green lit has been a matter of life and death. We indulged that argument every time it was made and it only made the problem exponentially worse.
