Generally it wasn't the time to do so. Russia/USSR was busy dealing with it's own affairs, and China was busy doing the Great Leap. It's possible it's coming, but it's better to encourage the US implosion instead of instigating a fight when the US still has enough sense to be able to get back into fighting shape.
No. It was THE greatest force in the world in the 90s. The problem is, ironically, the lost of a peer power to keep the US military sharp. And much like any sharp weapon, it got worn down over 20 years of stupid, undefined wars that didn't achieve any goals. So, the people that actually trained to fight a peer enemy are gone now. It might have been able to recover even with these debuffs, but Obama-era policies cemented the military as a woke institution due mostly to SHARP. Combined with non-existent recruitment, the US has become so casualty-averse that it must use a proxy to fight wars now. Because at the end of the day, militaries still need people willing to jump into a meat grinder regardless of how fancy the technology gets.
I know it's hard to see sometimes, but the United States occupies an extremely favourable geographic position which prevented and still deters any sort of outright invasion of the continental United States. You have big fucking oceans on both coasts, two neighbours which are weak and not in any position to challenge you, the resources of an entire continent available for you and a populace that is more armed than half the countries in the world.
There is no need to conquer the entirety of the states. it's seat of power is concentrated on the east coast and the majority of the rest of it's population is on the west coast. There is so much barely contained fracturing of the populace that even if the dozen or so elite that run things survive the initial attack on DC and the few key cities they reside in, the message that "America Has Fallen" would be spoken by everyone. Sure the elites my try a rallying call to unify the nation to a common cause, but they've spent so long dividing the nation that the general response will be "so what?" This is not the era of 9/11 where people could be compelled to lay down their lives for their nation, we've seen how the veterans were treated and what causes they waged war for. You might get the woke riled up to fight, but they are weak and would crumple like a plastic bag in the wind if they ever had to face real fighting. The ones who are willing to fight have been waiting for the corrupt government to fall, and will fight instead for their state's militia or for their home town. nobody is going to protect DC, or San Francisco or Portland. The remaining states will become their own countries, never again beholded to a power that sees them as little more then fodder.
Enterprising warlords will take them over and given what they've become it would be an improvement. Anyone promising order and protection from the resultant chaos and death would have a popular base of support. Life becomes dirt cheap when one has have to fight over food, shelter or safety.
Why was he fired again? He took a modern city in under 3 months (with most of the last month being cleaning some Ukronazis out of their cum cave), which is pretty impressive when you consider the sieges of Sarajevo and Aleppo. Considering the core question being discussed was "How the fuck is America not taken over by the chinks or ruskeis by now?", there is a need for it to be a need. While things are perhaps reaching a point where a proper flick of a finger could collapse the overall federal government, there is still limited reason to actually do that. Since pretty much everyone still agrees that the US mainland would still be covered in the same endless blades of well-armed grass, that limits the reasons being either removing the federal government from the international picture or grabbing up all those random islands the US owns. The US government is enough of a known entity (Give or take the random bout of democracy-induced schizophrenia) that I suspect its continued existence is preferably to finding out what the world does in absence of it. The Europeans might wake up again for all they know. The random islands don't hold much value save for the ones the US doesn't even directly own.
The problem with that idea is the lack of any serious threat of those factors emerging. You're dealing with a continent that can easily feed 5fold its population, has more 10x10 storage lockers than it does people, and has enough community defense built into its population that significant crime only survives in places where it is heavily subsidized and defended. I suspect the result of a collapse of the federal government would take a form that hasn't yet been experienced in human history, quite possibly as an odd status quo in which nothing much happens at all. Decadent cities might have happened a lot, but the situation also has sizable rural decadence, sizable defense resources built into the population, and high mobility for the population.
Its only a small group of misfits, don't worry about the fact we have streets named after Nazi collaborators, statues dedicated to the same war criminals and regular marches celebrating them. Just a small group of misfits, nothing to see here people.

I disagree. Even in the 90s, the US forces showed weakness when met with competent enemies, even though they were comparatively very underequipped. The battle of Mogadishu and F-117 shootdown over Kosovo being stand-out examples from that era.
