Saying the spending plan is 4 trillion is misleading that's just how much the debt ceiling is being raised by.
Well that's the thing it's a ploy to raise the debt ceiling while still not allowing the spending plan to go through. The House wouldn't even have enough time to review and approve the new plan. This way the US won't default.The Freedom Caucus et. al write a strongly worded letter.
