Russell thinks raising capital is like begging for money. His investors will want a return on their investments, with interest; alternatively, they'll be running his business while he sits on the sidelines.
What would be really funny is if some capitalist(s) funded the business, and worked within the law to both fire him and bar him from ever visiting. I don't think we would ever hear the end of it.

Russ massively overestimates the demand for brothels and hookers. There's a reason the ones that exist are just dumpy trailers out in the desert. And it's not because nobody was brave and courageous enough to do whatever Russ thinks he's doing.

I don't think he will be building his resort brothel by Christmas (also he vastly underestimated the costs). I used a hotel as a standin for Brothel because you need many of the same costs there unless you seriously cheapen out.
Even in places where it's legal outside of US, the demand there is usually minimal. Look at Germany and Netherlands. They have them, and they have enough to keep the business afloat, but if you don't google it, you wouldn't even know there are any there (unless you stumbled across the Red Light District in Netherlands, I guess)
