As for the question of OP: of course it's a depopulation vector. Despite the relatively low numbers, getting teens to permanently destroy or harm their fertility is just another way to reduce population growth. It's certainly not the broadest or most effective depopulation scheme and I think there are also a bunch of other existing reasons why transgenderism is pushed.

If you think that it's only the result of being too openminded, you've only been in contact with the followers, not the leaders. It's like joining a new cult or church: the first people you talk to and meet are typically the most openminded and have a very high openness trait; they're the ones that think the new person is interesting and engage, whereas those low in trait openness see you somewhere between a temporary guest or interloper.

The leaders see you as growing the flock, so they value newcomers, but their openmindedness is typically feigned and so it is with government. Academia is wholly dependent on funding and as such are easily cut off if they stray from the proscribed thinking (and they typically only do so after a long career when they have little left to lose, like Watson burning all bridges talking about things and getting chucked out of various science societies). Media is even more beholden to other powers and are typically oblivious rather than complicit because anyone that doesn't fit the ideological mold just isn't hired to do stories. They're often propagandists without knowing it. Government is more hierarchically controlled, but people are rarely that knowledgeable about who are pulling who's strings. You never know who has blackmail on whom.

Of course there are plenty of emergent things that are not so easy to control. You can see this in the jaffe memo, somethings were followed and completed perfectly from the time it was made, whereas a couple like single mothers went backwards compared to how it was planned.

Unlike bughives, humans do have the capacity for forward planning, even if many don't engage in it. And then if humans have that capacity, it stands to reason that there's a subset that is very capable of it. And in that subset there is a subset that is in a good position to exercise it (say if you were born to tremendous wealth like gates or musk). Of course some plans go better than others, nobody can predict exactly how things will go. But just because there are limits to capacity doesn't remove the attempts either.

Take guy fawkes, just because he failed to blow up parliament, doesn't mean he didn't come very close. There was a conspiracy. I've pitched this theory around for a few years now, I too recall a major push for population control through the late 90s to early 00s. Overpopulation was what they were trying to use to frighten people into converting into green energy (solar and wind).
