Roll and cut the dough while it's fridge-chilled and freeze the unbaked cookies. Put them into the oven frozen to see if you have a better result. If not, you may need to up the ratio of flour and/or increase your oven temp for at least the first couple of minutes of the bake. It's very easy to test the dough since you can bake one cookie to test it separately from the rest of the batch. Some recipes are for round drop-style cookies meant to spread as they cook and some are for using cookie cutters. I hope I'm remembering the techniques correctly; we haven't baked sugar cookies in ages because we prefer stuff like peanut butter blossoms and madelines for Christmas.You might end with something like this:
