This is the modern British police. They inflate numbers with bollocks like this that looks good for the headlines (what, are you saying minorities and gay issues don’t matter, you bigot) while avoiding serious crime.
Last year, they did a PEEL (police effectiveness, efficiency and legitimacy) assessment of all police forces in the UK, with the prior one being for the 2018/2019 year. Dark and light green for “outstanding” (whatever that means), orange for “adequate” and red/dark red for “requires improvement and inadequate” (again, whatever that means, we are going by the notoriously poor British standards here). Many criteria such as recording data, engaging with public with fairness and respect, investigating crime and so on.

Edit: Daily Express title from Tuesday - English and Wales police have failed to solve nearly half of all burglaries in the last 3 years - 48.2%.
Leader of said strategic review - “moved away from criminal justice outcomes to demand management”. “It’s fair to say that in some parts of the country, it’s become decriminalised because there is no consequence to committing the crime”.
Burglaries and other crimes? No time for that, got to deal with racists and bigots on the internet, middle class men and women who don’t want trannies invading their toilets. Those are more important. Just taking the easy way out on a class of people who will, more or less, put up with it.
