Hard to make out, and I don't read orcspeech well, but the sign pointing right seems to say "Kostin" which is a town in Belgorod somewhat near Voronezh. Points in the right general direction too.

honest question: Minus Putin not having been in power, Ukraine never leaving the Russian Federation in 91, Ukraine having been in NATO in 2013, or a reprograming of the Russian powers that be to no longer desire a return to Empire/Superpower, how could this have been avoided?

Realistically in February of 2022 Putin simply doesn't order his men to cross into Ukraine. He keeps up his little green men in Luhansk and Donetsk. That keeps Ukraine tangled up and stops them from joining NATO. In terms of optics he also gets to make Biden and the American intelligence apparatus look stupid for screeching about an invasion that never came.
