Eyes on the Street is a massive cope to the crime and safety issues in major cities and on mass transit systems.
First, all it takes are certain circumstances and a person calling police on a mentally ill person harassing other passengers can result in claims of abusing 911 or being racist.
Second, the NJB and FuckCars type would rarely if ever intervene in such a situation. Calling the police could be perceived as racist and "signing the death warrant" for a poor Black crazy man while personally intervening could result in physical injury or criminal charges (if the melenation is right).
As such, when faced with this cognitive dissonance and helplessness they just retreat into there cell phones or games.
