Exactly the issue, many people still want to kick this can down the road and wait until they're elderly so the responsibility is handed to the children who probably don't know what the hell to do, I'd rather regulate it to the last three generations and save the suffering of the future generaitons and those with kids but the problem persists that many in the current system are so far ingrained in "compromise via talks" I'm not sure it'll happen. I would rather blame the functionally 70-hour work weeks where the only women you run into are geriatric or neurotic middle-management. A lot of this is because we've memed "22 is too early to have kids" into reality, so people now settle into an extremely expensive lifestyle before thinking about having kids, and then realize it would require a massive downgrade to their own spending habits to bring life into the world. Having kids young means you aren't already 10 years into lifestyle habits, mortgage & car payments, etc, at a luxury level that's too high to add a family to.

The Court held that Harvard College’s admissions system does not comply with the principles of the equal protection clause embodied in Title VI of the Civil Rights Act.
