Which is fairly common with life saving cardiac surgery. "That new heart? We just couldn't squeeze you in. Maybe next month, or two. Fingers crossed!"
I have a close relative whose triple bypass got put off a month due to something fairly minor. The whole family tried to get them to reconsider and spent the month fretting that the person wouldn't make it to surgery, but the surgeons assured us it would be fine, and it was. And that was at a really good hospital with really good insurance. Whatever state funded garbage he's using probably just puts patients off hoping they'll keel over in the meantime.
