You want it to be used to being around other dog/people and let them interact so they don't immediately flip shit and eat your neighbor or their dog. If a dog is indoors, pent up in a yard, or on a chain all day they have no experience interacting with others and has zero clue that anything isn't liable to kill them. People do this with nigbulls and get surprised when their dog is immediately hostile to everything when its in a situation where it gets surrounded by the unknown.
Even then, some dogs are unable to be socialized without major effort so in that case you really want to make sure it stays supervised.

I really don't see how a dog could/would break a window to get outside unless it was either very aggressive and wanting to attack something it saw outside, or very neglected and desperate to get outside. This dog is seen in a crate as well, so you would assume that he is crate trained, and stays in there while they're not home. Did the dog break out of his crate too, or do they just put the dog in the crate while they are home and don't want to deal with him?
