The states depend heavily on the federal government for funding roads, schools, and welfare programs. There are lots of systems that run entirely on government funds. Collapses of governments are nearly always traumatic, because even though they don't produce much of value, systems of who pays whom crashing result in chaos and poverty. Sure, they don't result in democide, but they are never any fun at all, even if there's no civil war. Ask Russians how the 90s were.
