Also Orwell was nominally a socialist, and "fascism" is socialist ideology just means anything that hinders socialism - hence social democracy was also "social fascism", because it encourages the working class to compromise. I think this is the sense that the troons have inherited.
I think a non-Communist would struggle to come up with a coherent definition of fascism that includes Mussolini and Hitler but excludes Stalin.

This is an exploitative definition as if it is true then being fascist is contextually good. You should be fascist against degenerate nonsense, against children cause children don't know any better, against criminals, against so many other things and they use this exploitative definition to allow themselves to influence the public through psychological manipulation, word redefinition, social shaming and other heinous shit. Having rules in place to prevent lunatics from taking drugs and chopping body parts off isn't fascism, it's maintaining standards.
