It would likely need a partnered solution to catch anything going over the wall, and considerations for responding to attempts to overwhelm.
Shilka with just the cannons seems good to me, the Russians have a ton left over from the Soviet-era sitting in scrap yards.
Might as well just slap on a new FLIR, remove the search radar and upgrade a newer FCS that acquires helo size or smaller objects, add a night sight. Unless you need to engage in a direct fire like in Afghanistan the gun was "automatic" aiming anyways.
Or you could go full slav and use the 75mm Vasliek mortar in an AA role, proximity fuzed, fully automatic 15 rnd/minute
For man portable, IR/small radar face shield like aim assist on a KS-23 shotgun in 23mm (4 gauge) since the barrels were rejected shilka/Tunguska barrels anyways..

Keep in mind that if we assume that Ukraine collapses that would mean a lot of well armed militias are running around there.
A couple of weeks ago there was already videos circulating from Carpathia, where the locals complain about the regular firefights. Who fights who is unclear, possibly human trafficker gangs with each other, but the volkssturm earlier and the constant NATO gibs definitely pushed a lot of weapons in the hands of civilians. Post war will look fugly.
 
Lasers aren't pipe dream meme weapons like they were in the 70s and 80s. Even the Taliban used used Chinese made hand lasers well enough to force the DoD to respond. The Trijicon ACOG was adopted mid war as a standard issue optic where previously no magnified optics were standard issue. The Taliban would flash the lasers at US troops aiming down their ACOG and would cause irreversible eye damage. The DoD had to start issuing a honeycomb fitting that attached to the front of the ACOG that prevented lasers from being refracted through the lense unless the optic and laser were pointed directly at each other.

We don't have a death star yet but lasers are still excellent at fucking with optic equipment and the human eye.

Laserpointers are a bit different than anything that could take down a drone. The amount of energy required for that is prohibitive. Much easier to jam the communications of the thing so it doesn't know where it's going and/or is unable to transmit imagery.

You could strip a phone down to its rear camera and motherboard and mount that as an autonomous backup drone controller. All the operator has to do is mark his target and fly in for the attack. If the drone loses connection, the phone uses pretty basic camera functions to track a target and continue flying towards it. You really don’t need much processing power. With a budget you could develop an actual system to do this pretty easily, and it would be cost effective even for very basic suicide drones.
In fact DJI quadcopters have had this for like a decade at this point. The Mavic can use its camera to track your face and follow you along without the controller. All you’d have to do is add a proximity fuse and lower its preferred distance from like 5m to 0.

I feel something like birdshot in a MK 19 could de-drone a bit of sky. Hooking it up to a radar with some sort of auto mode would be cherry.

Here's a thing about polish politicians: Like most of their breed, they like to talk shit. They like to posture, bring pompous, big declarations, demands, requirements. Things is, once push comes to shove, nothing ever comes out of it. Remember when polish VIP plane crashed by Smolensk? Government declared full investigation which promptly decided that Russians were to blame. Cue demands, requirements, threats of prosecutions against Russia. NOTHING came out of it. The demands issued to Russia ended with either silence, or outright refusal. Polish politicians quickly walked back on their declarations, or just outright stopped talking about the topic.
Baltic shitholes might be the purse dogs on the diplomatic scene, Poland is more like the mixed jack russell behind a fence that shuts up once you open the gate.

If anyone is interested, the Tu-154 crashed because of improper procedures during landing and wrong readings of flight instruments, most likely caused by inadequate maintenance.
