I don't know much about the entertainment industry, but this didn't sound right to me. My first hit on google was sellingyourscreenplay.com under the heading "Do I need an entertainment attorney to represent my screenplay?" They said:
"So you don’t need an entertainment attorney unless a producer wants to option or purchase your script. An entertainment attorney isn’t going to act as an agent and send your material out and try and find you work. They’re simply going to handle your legal issues and charge you on a per hour basis."
Crooked attorney? Or another case of hearing what he wants to hear?

It's a way of extracting enormous amounts of money from people with more money than sense who are willing to squander it just to show how rich they are.
He almost always has a job so he almost always has a paycheck that can be garnished. Those keytars and session musicians aren't free. If he has the money to buy that shit he has money to seize, like Skordas did or, possibly, Russ grumblingly but voluntarily paid up.
