I think he is to some extent. I honestly don't see him creating a character he despises based on an artist he legitimately admired as well. I think he's pulling the contrarian thing of "you like it but for the wrong reasons."
I feel like Rorschach was Moore having a go at right wingers because of Rorschach's hardline right wing politics (to add insult to injury, him being mentally unwell and having horrendous hygiene and being a hypocrite) and Moore, an admitted Anarchist leftist, being skeeved out by people who "like" Rorschach. The thing is he has a compelling enough backstory it's impossible not to be sympathetic to him to some degree, even if you don't agree with his black and white morality in all respects.
