I'm going to guess that it's probably a situation where every safe that rolls off the production line is issued a serial number, and the default combination is logged. This could be exercised whether the lock interface is an electronic keyless entry, or a mechanical dial/key. To account for users changing combinations, there's probably pass combinations/keys/codes built in.

The big push at the time was to amend the law so that schools could not force kids to wear a mask unless they had parent consent (and that required one Dem Senator to cave so the Vice Gov could cast the tie breaking vote). So that is why Youngkin is pushing so hard right now to win both the House/Senate to really drive the rest of the Republican agenda.

Basically Youngkin is not going to veto any Republican bill that comes before him.
