Why the fuck do they insist on using a fucking 20 year old engine they clearly have no idea how to use and have proven over and over is increasingly outdated for the type of games they want to make?
money. and manpower, which is also money basically.
look at it like this: you got a hammer, how much would it cost to turn it into a spoon? probably more than making a spoon from scratch.
but now all your devs only know how to use a hammer, so you'd have to retrain them to learn how to use a spoon - which takes time and money, because the time they're learning the new pipeline and processes, they're not cranking out new code or assets for the final product. and if you hire new ones, you'd still need to onboard them. and the further you are into the development, the more expensive and risky it becomes (see: DNF or daikatana which did exactly that, multiple times even).
in the end it's not about the engine, or lazy devs, but simply time (and time is money) and also money, again.
it's also why bugs and workarounds tend to stay. fixing bugs and refactoring code doesn't add a new or more features, nothing the suits can sell. and after launch people already gave you their money, improving the product more than necessary would be a waste of time, since they won't give you more money for it - unless you sell DLC or go full live service, but then people also complain.

Right now I think we're in the "copying popular shit" stage of ship building for the most part, so coolness will vary depending on if you like Star Wars, Halo, Expanse and/or Mass Effect I guess.
