If you read the RAND report, it is quite measured in its recommendations. Most of them are boring stuff like "find better ways to detect AI generated content" and "train DoD staff on how to avoid being tricked by AI-generated content". There are some predictable talking points like floating a Real ID system for social media accounts, but we effectively have that already for many platforms. If Facebook thinks your account is suspicious, they will demand a driver's license photo. Other platforms like Twitter will demand a non-VOIP phone number, which significantly increases the cost and difficulty of making inauthentic accounts.I like the Chinese AI section. And by like I mean it made me mad.
We could easily beat China in AI by not regulating the technology, as they doubtless will overregulate the hell out of it (they’re in a slump because their politics has become increasingly anti-market).
Lastly, the United States could consider the potential of arms control for social media manipulation–related capabilities (especially, generative AI, as described in this Perspective). In fact, China and Russia have historically favored, at least in public statements, arms control for what they call “information weapons.”42 If nothing else, some of the low-hanging fruit from the arms control process, such as confidence-building measures, may be worthy of further research and policy consideration.
