His 'partner' is probably just another person who wasn't completely dismissive of his dumb ideas. It's his usual thing, a like on instagram is a proposal, and someone not telling him to fuck off is his business partner.
Watch the partner with Russ turn out to be a scam artist and take him for whatever knowing what a retard he is.
That’s what I assume, providing this partner actually exists and isn’t just another fictional supporter conjured up by Russ.
All of these scenarios are plausible. My own theory is similar to @Not At All A Lizard's... my first thought was that he got a similar response to his business plan as he did from AGT's people during his audition.

There's no such partner, not even someone who gave him a positive reaction and/or stock encouraging comment that Rusty took for a legally binding letter of intent.
Now I think about it, it's more likely someone told him good luck (probably in a dismissive or insincere tone) and all he heard was "good", thus assuming he had a legally binding business deal.

Whilst the odds of this resulting in a lolsuit are slim, there's a non-zero chance this could lead to litigation attempt #13 or something (he's up to his 11th or 12th lolsuit now, right?).
 
I think maybe someone was just being polite. For example in Japan, it is considered very rude to directly say "no", even in business, so they'll say something like "I'll think about it" or "I think it's a very interesting proposition", and many Western businessmen have come away from meetings with their Japanese counterparts thinking they have a deal when they don't. I suspect someone was being diplomatic with Russ and Russ is nothing if not utterly unable to take any kind of hint.

It couldn't be in the strip, could it? I have never been to Vegas, but I doubt there is tons of vacant land in that area. If there is, I am sure building anything in that area is very very expensive. Even renovating an old hotel or something like that probably would be way more than 1.5 million.

I hope he tries hard with this. This is such an autistic and unrealistic idea. The cow brings zero money or anything into this. But he will get the majority of the profit, since he has a banged up face. Why wouldn't someone want in on this?

I agree with this, as he took a like on a social media as a binding agreement for a date with a reality-tv star, and he thought the producer saying "good job" on his AGT audition meant he was on the show. He would totally interpret as polite brush-off as an agreement.

That's why they should just overtly humiliate everyone when they fail, like Simon Cowell. Plus get a release that if you make a complete fool of yourself they can use it in blooper reels or whatever.

Normally, I'm against such things, but since Russ is a Category Five asshole, he deserves it. In fact, I'd go a step further and have some poorly-paid AGT assistant scour social media for no-talent hacks like Russ and have Simon preemptively tear them to shreds to discourage them. It would save a lot of time.

Fair enough. Not that giving it away on your pitch if it's true is any less of a retard move.

But anyway, it's the "we (me and my partner)" that I say is fictional. As for the angel investor who ghosted "them", it is a real person for sure, though jury's still out. I'm not sure if Rusty is worth the time of someone who deals in that sort of scams.

No way $1.5m is going to get ANYTHING done in Vegas, especially anywhere near the Strip. It wouldn't even buy a plot of land zoned for business anywhere near the strip. That's USDA AAA Prime Grade real-estate, some of the most valuable property in the country. You're talking multiple millions of dollars just for a patch of dirt. Then multiple millions to billions more dollars for licenses, zoning contracts, contractors fees, construction costs, utilities, etc. It simply cannot be understated just how fucking out of touch Shit-Lips is with reality.

My guess is that it's somewhere off the strip, like well off the strip but still in a commercial area. There's a plot of land and he's planning on just putting up trailers which will be shoddy, gotten on the cheap and the whores will live in them when they're not working. In short they'll be working where they live. And they'll have a rotation schedule where every night one of them goes to Russtard's trailer and has sex with him as their way of saying "thank you". Or at least that's what he's imagining.

Sounds to me like he's come up with a "new" way to communicate with the hookers and negotiate prices and such online rather than in person at the brothel. Like many of his new original ideas, the reason it's not done that way already is that it's illegal to do so.
