Sadly this has been happening more and more in East Europe. I don't want it to, but I would be lying if I said that there is no such thing. Almost all fast food deliveries are from some Bangladeshi or Sri Lankan. They are very visible since they look like darker gypsies and are always on bikes, in the sun, on the road with those large food bags.
This is capitalism 101 basically. They are paid with nothing. Locals refuse to do these jobs at these low wages. So employers make deals with some agency which brings them at a package.
Their presence has increased like 10 fold where I live. They're very quiet for now, and they're all from more neutral cultures, like Nepal/Sri Lanka, and yet they are changing the city demographics and mess with the wage market.
Impossible to fix without government regulations on wages and employment, basically capitalism has to be severely curtailed at times.
