Part of the joke behind the character is that he's not as smart as he thinks he is. He puts on the airs of being intelligent but his knowledge is largely superficial. I think a good real life parallel to the Wogglebug as depicted in the books is actually Boris Johnson: He'll quote random bits of Latin and make obscure historical references, but he ultimately comes across as an aloof, bumbling buffoon who relies mainly on bluster to get through life.
