It's a little cramped, but it's there. Hardly ideal, but arrangements could be made.
Second, and much as it pains me to seem like I'm agreeing with these people, this is an argument I've had here before: the local council own the sidewalk and they own the bus stop. And the bin. They control the right of access across it. He didn't gain a right of way across it (he probably couldn't have - the bus stop prevents it), which is something that even your own country requires for installing a driveway on a publicly owned road - that is, a road that isn't an easement across your own property. If he had owned the land under the road, he would have every right to dig it all up and install his driveway, but he doesn't. The council does. Basic property rights apply.
