By this point, the Imperials should have retreated into deep space to form the First Order. The Battle of Jakku was supposed to have been the end of the Empire proper, and the beginning of their long trek into unknown space to form the First Order. There should be no more threats against the NR, at least, not for a few decades. There should be peace, calm, and quiet, which would eventually allow the FO to rise unabated and make their first strike against Hosnia Prime.
Instead, you have Imperial Remnant forces still running around that are too much for the NR to stamp out, and they apparently have a large Imperial force (Gideon complained that Pellaeon and Hux were stockpiling massive amounts of resources while every other member of the Imperial Shadow Council had to fend for themselves) that's apparently waiting for Thrawn to return and lead them to victory. And even in this early stage, there's tons of Imperial sympathizers within New Republic space, sympathizers that will rally to the Empire once Thrawn shows up and starts rallying everyone to his side.
The Filoniverse live-action canon utterly fucks with the canon that was originally set up to explain the Sequel Trilogy, and remnants of the ST fandom are furious with that. Sure, you get nods and winks here like Operation Cinder and Hux sending the Praetorian Guards, but the narrative left over from the early D-canon works are clearly getting plowed through to create space for more Filoniverse works.
