I don't believe Ukraine gave weapons to anyone per se, but I can absolutely see corrupt Ukrainian commanders and politicians "misplacing" a few crates of NATO toys by selling them to black market dealers, who then sold them on to Hamas, Hezbollah, and/or Iran.
