Based on the details we heard from our own Kiwi friend here some pages ago about a set of parents shot and then a baby's throat slit, I think we have an answer as to why "beheaded babies" has been going back and forth.

It's grisly but a lot of times people cutting throats with sharp instruments come close to decapitating them or fully decapitate them. This is true in a lot of throat-slitting scenarios. The tissue in the front part of the neck isn't that tough.

I would guess what there are, are throat-slit babies, some of whom don't have much neck left. I would prefer not to see that, but it does make sense to me why the initial reaction was "they were beheaded" and then it was walked back slightly upon talking to survivors of the massacre who witnessed throats being slit.
